Loretta Bowlin Loretta Bowlin is a Certified General Appraiser who holds a Bachelor of Science Degree from University of California, Davis and Juris Doctorate from University of Northern California, School of Law. She was awarded the Appraisal Institute designation as a Senior Residential Appraiser and is qualified as an expert witness in real estate in Superior Courtsof the State of California, Federal Bankruptcy Court and the State Board of Equalization. She has also consulted with public agencies and firms in Moscow and St. Petersburg, Russia, Riga, Latvia as well as Beijing, Suzhou, and Shanghai, People’s Republic of China. Her successful appraisal firm, the Bowlin Appraisal Group, continues to provide valuation services and consultation to individuals, lenders, government agencies and attorneys throughout the Sacramento Metropolitan Area. Skeptical of the rapid rise in real estate values during the early 2000s, she predicted their subsequent decline as well as the ensuing social and economic impact on individuals, business, and government. Her focus now is to find effective solutions for her clients using her background in real estate analysis, appraisal and sales. She works with first time homebuyers, as well as investors and sellers, and can assist with solutions for Short Sales, distressed properties and foreclosures.
